Joe McIntyre - Founder & Principal

I started in technology as a systems engineer 25 years ago, working in technical roles including IT security and operations for government agencies. While I enjoyed the technical work, I discovered my real strength was understanding what customers actually needed and translating complex technology into practical solutions.

I transitioned into enterprise sales 16 years ago, spending a decade at Cisco where I earned Chairman's Club recognition (top 1% globally). I then spent five years at Palantir, working directly with Ministers, Departmental Secretaries, and SES executives across federal and state government. During this time, I gained deep exposure to AI technologies and what they can realistically deliver in government contexts. I have learned which workflows present genuine opportunities for AI and, critically, which do not.

I am a strong believer in designing AI systems with humans in the loop. While large language models and other AI technologies can augment decision-making, the best outcomes come when technology enhances human judgment rather than replaces it.

After years selling technology to government, I founded Lovelace Group to work for government leaders, helping them navigate AI and vendor decisions without the conflicts of interest that come with traditional vendor relationships.

Duncan Loydell - Director

Duncan has worked at the highest levels of the Federal Government as Senior Budget Advisor to Finance Ministers Mathias Cormann and Simon Birmingham, leading implementation of the Government's fiscal strategy and managing the clearing-house operations of the Expenditure Review Committee of Cabinet.

In this role, he also oversaw the shareholder functions for a number of Commonwealth-owned companies and gained an intimate understanding of the inner workings of government budget processes and approaches to commercial relationships.

Duncan brings depth of experience in finance, economics and government, with broad exposure across telecommunications, energy, resources, water, transport, health and defence. He has deep expertise in financial modelling, options analysis, investment appraisal and commercial finance, combined with the stakeholder and communications skills necessary to successfully navigate complex government environments.
